For years, conversations about control room technology have centred on replacement.
Replacing legacy systems. Replacing networks. Replacing infrastructure.
Today, that conversation is changing.
The control room has evolved more in the last five years than it did in the previous twenty. Emergency services are responding to increasing demand, more complex incidents and greater public expectation, while preparing for one of the biggest technology transitions in a generation through the Emergency Services Network (ESN).
Yet despite the pace of change, one thing remains true: there is no single roadmap that works for every organisation.
Control rooms are operating in a more complex world
The role of the modern control room extends far beyond answering calls and dispatching resources. They have evolved into the operational hub for mission-critical response.
Operators are expected to manage multiple communication channels, coordinate multi-agency responses, assess risk in real time and maintain situational awareness across increasingly complex incidents.
From major public events and severe weather to critical infrastructure failures and large scale emergencies, today’s control rooms sit at the heart of operational decision making.
Collaboration between agencies has also become essential. Police, fire, ambulance, local authorities and resilience partners are expected to work together more closely than ever before, making interoperability a fundamental operational requirement rather than a technical aspiration.

Supporting the people behind the technology
While operational complexity has increased, many organisations continue to face staffing shortages, recruitment challenges and increasing pressure on operator wellbeing.
Today’s control room professionals must manage multiple incidents, process information from multiple sources, and make critical decisions under intense pressure. Technology should ease the burden and help teams drive better outcomes.
Capabilities such as embedded risk assessment, real-time language translation and intelligent workflows reduce cognitive load, improve consistency and enable operators to focus on what matters most: making informed decisions quickly.
Artificial intelligence (AI) is becoming part of that conversation too.
The most effective use of AI in public safety is not replacing people but supporting them. Automating routine tasks, surfacing relevant information and assisting decision making allows experienced professionals to remain firmly in control while benefiting from technology that works alongside them.
AI will undoubtedly play an increasingly important role within the control room. However, its value won’t be measured by how many decisions it makes, but by how effectively it supports the people making them. The future isn’t autonomous control rooms. It’s better informed operators
ESN is a catalyst – not the destination
Much of the industry’s attention is understandably focused on the transition to the Emergency Services Network.
However, viewing ESN purely as a communications programme risks overlooking the broader opportunity it presents.
The move to ESN encourages organisations to rethink how communications, dispatch, operational data and decision support come together within the control room.
It is an opportunity to improve interoperability, simplify workflows and strengthen resilience – not simply introduce a new network.
For many organisations, success will depend on protecting the investments they’ve already made while introducing new capabilities over time. Few control rooms have the appetite or the operational capacity for wholesale replacement programmes.
Instead, they’ll look for technology that integrates with existing environments, supports phased implementation and provides flexibility as operational requirements evolve.
Flexibility has become the defining requirement
No two emergency service organisations are the same.
They operate different infrastructures, serve different communities and face different operational priorities. They also have different budgets, governance models and timescales for change.
That means flexibility is no longer a desirable feature – it is a fundamental requirement.
Some organisations will choose cloud deployments. Others will remain on premises. Many will adopt hybrid environments for years to come.
Some will move quickly towards ESN. Others will take a phased approach.
The right answer will always depend on the organisation, not the technology.
The role of technology providers is not to force customers into a predetermined model, but to provide solutions that can adapt to individual operational environments while supporting future change.
